Prompted to download the ldlinux.sys and ldlinux.bss files to begin the process, however, Rufus never made the connection to http://rufus.akeo.ie/files/syslinux-6.03/ to retrieve these files and just hung the software.

-goto https://mirrors.edge.kernel.org/pub/linux/utils/boot/syslinux/Testing/6.04/ or for stable releases here
-download the syslinux-6.04-pre1.zip
-unzip ldlinux.bss and ldlinux.sys from syslinux-6.04-pre1.zip\bios\core\
-copy those two^ into my RufusDIR\rufus_files\syslinux-6.04\ directory
-rerun Rufus

all content by rufus_files folder

using v3.x portable, looks that now includes the needed files, no additional download required..

on v4x portable ( https://rufus.ie/downloads/ )
once you run once the application creates a folder with name Rufus
the user has to create the folder syslinux-6.04 and download the ldlinux.c32 from github and copy it there.

c:\rufus.exe
c:\Rufus\syslinux-6.04\ldlinux.c32

Create UEFI & Legacy USB boot

With Rufus open, press ALT+E to activate Rufus's "Dual UEFI/BIOS" mode.

(This mode is initially inactive within Rufus. Ensure that the message "Dual UEFI/BIOS mode enabled" appears at the bottom of the program. After activating the "Dual UEFI/BIOS" mode, the setting is saved in Rufus's configuration so you won't need to enable it each time).

Note: Please activate the "Dual UEFI/BIOS" mode first and then select the ISO file. Otherwise, the FAT32 format cannot be selected within Rufus.
